THE HIDDEN STATE: THE RHETORIC OF POETIC CAMOUFLAGE (PILOT V0.9)
A Technical Inquiry into Discursive Risk Mitigation & Institutional Alignment
I. PROJECT OVERVIEW
THE HIDDEN STATE is a technical pilot (v0.9) exploring the Rhetoric of Poetic Camouflage (RPC). In response to the shifting legislative and administrative landscape in Texas higher education (Ref: HB 2339), this project develops a heuristic framework for researchers and creative practitioners to maintain structural integrity and public autonomy within high-scrutiny environments.

Technical Summary: This figure illustrates the optimization of variable visibility through a multi-layered optical shell. The exterior pattern utilizes high-frequency environmental noise to achieve maximum institutional alignment. The central focal point denotes the structural integrity of the core research data (The Heartbeat).
III. SCHOLARLY ANCHORS & NATIONAL REACH
This pilot is the direct evolution of 2023 Fulbright-Hays research into the Taiwan White Terror (1949–1987). By mapping the historical tactics of the Taiwan Garrison Command against modern administrative language, we provide a "proven" lineage for discursive resilience.
As a national organization within the NCTE, the Assembly for Expanded Perspectives on Learning (AEPL) recognizes this project’s reach into curriculum development and advocacy for professional standing.
IV. THE FOUR-OPTION HEURISTIC
Workshop participants (Co-Investigators) will experiment with four distinct rhetorical registers designed to "jacket" vulnerable creative signals:
Option 1 (Environmental): Utilizing botanical and topographical "noise" (e.g., The Adrienne Rich Case Study).
Option 2 (Historical): Utilizing chronological displacement and archival parallels.
Option 3 (Kinetic): Utilizing meter, rhythm, and acoustic structures as the primary carrier.
Option 4 (Bureaucratic): Utilizing "Over-Compliance" and administrative legalese (e.g., The Mirror Cipher HB ####).
V. PILOT LOGISTICS (MARCH 15)
Objective: To generate a "Sample Portfolio" of camouflaged texts for a 2027-2028 Fulbright Scholar Award application.
Methods: Data-driven peer feedback, signal-to-noise analysis, and "Mirror Cipher" stress-testing.

Chris Ellery: TPA Contributor Reading
Join us for an October evening of poetry by Texas Poetry Assignment contributor Chris Ellery.
For this October reading of 2024, TPA contributor Chris Ellery will share and discuss poems from his latest collection One Like Silence published by Wipf and Stock in June 2024. Several of these poems appeared previously in Texas Poetry Assignment.
A frequent TPA contributor, Chris Ellery is the author of five previous poetry collections, including The Big Mosque of Mercy, Elder Tree, and Canticles of the Body. A member of the Texas Institute of Letters, he has received the X. J. Kennedy Award for Creative Nonfiction, the Dora and Alexander Raynes Prize for Poetry, the Betsy Colquitt Award, and the Texas Poetry Award.
Book Description: To a fragmented and conflicted world, One Like Silence offers a vision of radical connection, solidarity, union. It opens with the image of two long-estranged lovers joined, after the death of one, by an unbreakable thread that weaves together all forms in a timeless reality. A Reading from the Taiwan Poems
For this special Feeding Texas fundraising event, Laurence Musgrove, editor of Texas Poetry Assignment, will read poems he composed during his June 2023 Fulbright-Hays Seminar Abroad in Taiwan and more recently collected in a chapbook manuscript titled The Dogs of Alishan and Other Poems from Taiwan.
During this Fulbright-Hays Seminar with 15 other U.S. college faculty and staff, Laurence visited Taipei and other majors cities, their museums, universities, parks, and temples, as well as indigenous sites throughout the island while also attending seminars and lectures on Taiwanese history, politics, identity, and economics delivered by Taiwanese faculty, government officials, and journalists.
Sponsored by the U.S. Department of Education, the Fulbright-Hays Seminar Abroad program is designed to inspire international cultural exchange and new curriculum projects that include material from and on the host country.
At this event, Laurence will present some of these chapbook poems and share highlights of his experience abroad.
Attendees will be encouraged to donate to Feeding Texas. The Feeding Texas network is the largest hunger-relief organization in Texas. Together with 21 member food banks, it reaches over 5 million Texans annually with food and resources.

Lone Star Poetry at Poetic Republic Coffee
Organized by Jim LaVilla-Havelin, our next reading from contributors to Lone Star Poetry will be 6 pm, Saturday, May 27 at the Poetic Republic Coffee Co. 2300 S. Presa Street, San Antonio, Texas.

TPA Contributor Reading in Honor of Carol Coffee Reposa
Join us for an evening of poetry by Texas Poetry Assignment contributors.
For this occasion, we will remember our friend and fellow poet, Carol Coffee Reposa.
TPA contributors will be asked to read one of their poems recently published in Texas Poetry Assignment and if they wish a poem by Carol, who recently passed.
Carol was the 2018 Texas Poet Laureate and TPA contributing poet.
The poems, reviews, and essays of Carol Coffee Reposa have appeared in The Atlanta Review, The Evansville Review, The Texas Observer, Southwestern American Literature, The Valparaiso Review, and other journals and anthologies.
Author of five books of poetry—At the Border: Winter Lights, The Green Room, Facts of Life, Underground Musicians, and New and Selected Poems 2018—Reposa was a finalist in The Malahat Review Long Poem Contest (1988), winner of the Guadalupe Cultural Arts Center Poetry Contest (1992), and winner of the San Antonio Public Library Arts & Letters Award (2015).
She also has received five Pushcart Prize nominations in addition to Fulbright-Hays Fellowships for study in Russia, Peru, Ecuador, and Mexico. She was also a member of the Texas Institute of Letters and of the editorial staff at Voices de la Luna.
Seven of Carol’s poems have appeared in TEJASCOVIDO, Texas Poetry Ballots, and Texas Poetry Assignment, and two of these are included in our anthology Lone Star Poetry.

This online event will celebrate the release of Lone Star Poetry with readings from contributors.
Lone Star Poetry: Championing Texas Verse, Community, and Hunger Relief is an anthology of selections from the first year of Texas Poetry Assignment and is published by Kallisto Gaia Press, with a portion of the proceeds dedicated to FEEDING TEXAS. More on this publication here.
